1) The enterprise is a manufacturing SME, meaning it meets one of the following conditions:
Operating revenue <= 400 million yuan
Employees <= 1,000 people
2) The project implementation site is within Foshan
03. Reward and subsidy method
1) Subsidy scope
Expenditures excluding tax on software and cloud services related to digital transformation, as well as necessary data collection and transmission, industrial control and information security equipment such as gateways, routers, sensors, industrial control systems and firewalls.
2. Excludes implementation fees, customization fees, training fees, maintenance fees and other related expenses.
3. Reward and subsidy content should match the actual needs of digital transformation upgrades for small and medium enterprises.
2) Subsidy ratio
Rewards will be granted at no more than 30% of project investment expenses.
Among them, enterprises whose digital level reaches Level 2. or Level 3. can receive cumulative rewards of up to 500,000 yuan;
Enterprises whose digital level reaches Level 4. can receive cumulative rewards of up to 700,000 yuan.
The above cumulative reward refers to the cumulative reward and subsidy amount obtained by a single transformed enterprise from national and provincial digital transformation city pilot projects for SMEs from 2024 to 2027.
Note: calculation is based on the smallest value among contracts within the subsidy scope, invoice amounts excluding tax and payment vouchers.
04. Project requirements
1. After digital transformation upgrades, enterprises must reach Level 2. or above for digitalization of SMEs. See the Evaluation Indicators for Digitalization Level of SMEs (2024 Edition) issued by the Ministry of Industry and Information Technology for details.
2. A contract must be signed with a service provider in the digital service provider resource pool. The contract must specify each party's responsibilities, transformation measures, implementation period, target outcomes, product and service lists, price details and other content. It is recommended that price details clearly specify itemized costs such as software function module purchase fees, implementation fees, customization fees, training fees and maintenance fees. Each project may adjust according to actual circumstances.
3. Manufacturing enterprises may purchase products and services outside the digital service provider resource pool according to actual project needs. After completing project transformation, they should submit digital service provider resource pool filing materials at the same time as project application. Material requirements are shown in the Notice of Foshan Industry and Information Technology Bureau on Filing into the Digital Service Provider Resource Pool for Foshan Digital Transformation City Pilot for SMEs.
4. The times of transformation project contracts, invoices, payment vouchers and project acceptance reports must all fall between September 7, 2025 and September 6, 2027.
5. The same project investment expenses may not be repeatedly declared for Foshan digital factory or digital workshop. The same project investment expenses must not have received provincial fiscal fund support.
6. Fraudulent subsidy behaviors such as signing false contracts with old content repackaged as new, excessively high product quotations, agreed rebate transactions and forged transformation results will be strictly investigated. Once verified, related SMEs, digital service providers, third-party operating agencies and other entities will be seriously handled with zero tolerance.
05. Process
Contract signing
Manufacturing SMEs, including related supporting enterprises, sign contracts with service providers in the digital service provider resource pool and purchase their small, fast, lightweight and accurate digital products and solutions, including agented digital products and solutions, to carry out digital transformation.
Project implementation
The project is transformed, project payment is completed and project acceptance is finished.
Project application
The transformed enterprise submits the project application on the Foshan Support Platform and may also submit filing materials for entry into the digital service provider resource pool.
Technical evaluation
The Municipal Industry and Information Technology Bureau will entrust an evaluation agency to assess the digital level of applicant enterprises.
Project verification
The Municipal Industry and Information Technology Bureau will entrust experts to verify the project and calculate the reward and subsidy amount.
Project announcement
The Municipal Industry and Information Technology Bureau will publish the project verification results.
Reward and subsidy allocation
Rewards and subsidies will be allocated directly to enterprises.
