On March 10, the Ministry of Industry and Information Technology released the Notice on Launching the Industrial Data Foundation Initiative and Carrying Out Pilot Work for High-Quality Industry Datasets Empowered by Artificial Intelligence, aiming to break through the bottlenecks in collecting, aggregating, and using industrial data.
The notice proposes that by the end of 2026, a batch of industry data cooperation consortia should be cultivated, trusted data interconnection platforms for key industries should be built, a batch of industry data resources should be gathered, a batch of key data technologies should be tackled, a batch of industrial data standards should be developed, and a batch of high-quality, standardized and circulatable industry datasets should be created to empower the implementation of applications such as industry large models and industrial intelligent agents.

Regarding implementation entities, the notice makes clear that it will focus on key manufacturing industries with a good foundation for digital transformation and strong potential for data value mining. Relying on four types of entities, key industry enterprises, platform organizations, advanced manufacturing clusters and city pilots for digital transformation of SMEs, it will promote the establishment of a batch of consortia to carry out pilot trials.
Regarding key tasks, the notice states that consortia should be relied upon to build trusted data interconnection platforms for key industries, create four major resource libraries including industry data resource libraries, data technology research libraries, industrial data standards libraries and high-quality industry dataset libraries, and implement scenarios such as industry large model applications and industrial intelligent agent development around key links including R&D design, pilot verification and production manufacturing.
In addition, the notice requires relevant parties to strengthen resource guarantees and actively seek financial support from major national strategy and key security capability construction channels. Local industry and information technology authorities are encouraged to support pilot work through special funds, government rewards and other forms. Relying on national-level open-source artificial intelligence communities, the construction of open-source zones for industrial data will be promoted. Consortium members are encouraged to carry out school-enterprise cooperation and other activities.
