The document mentions optimizing the industrial structure of wood-based panels. It calls for scientifically planning and building log yards, promoting technical upgrading and park entry for rotary-cut veneer enterprises, and strengthening the collection, sharing, and application of log trading data in key counties for timber production. On the premise of controllable risks and reasonable burden, it proposes optimizing the approved deduction standards for input VAT on agricultural products when panel processing enterprises purchase logs for continuous processing into veneers and plywood. It also calls for vigorously developing formaldehyde-free eco-friendly panels, glue-free decorative panels, and base materials for customized home furnishings, while introducing and cultivating a group of enterprises producing eco-friendly adhesives and decorative materials.

Through resource integration, asset restructuring, equity cooperation, and other methods, Guangxi will appropriately introduce social capital, coordinate the strategic restructuring and professional integration of industrial resources of state-owned forestry enterprises and forest farms, and focus on building a number of integrated forestry-panel-home furnishing projects. By 2030, the region's wood processing industry output value will reach RMB 440 billion.
